  1. The University of Manitoba wishes to register its unequivocal disapproval of any action on the part of any member of the University community which is an offense under the Narcotic Control Act or the Food and Drugs Act.

  2. The University draws attention to the possible penalties upon conviction for violations under these Acts. A conviction under these Acts entails a permanent criminal record. Even if sentence is suspended, conviction carries with it serious restrictions on the issuance of visas, and on the opportunities for entering certain professional or business careers.

    Both possession of and trafficking in marijuana are offenses under the Narcotic Control Act. The maximum penalties in the case of marijuana are seven years for possession and life for trafficking.

    Trafficking in L.S.D. is an offense under Schedule H of the Food and Drugs Act, and consideration is currently being given to making possession an offense also.

    Trafficking includes giving, selling, delivery, manufacturing or distributing a forbidden drug as well as offering to do any of these things.

  3. The University will not tolerate the presence of forbidden drugs on its premises, other than as lawfully authorized for supervised research in University laboratories. Should any quantity of a forbidden drug be found on University premises, and such fact comes to the attention of the University administration, all appropriate steps will be taken to remedy the situation.

  4. If any member of the University community is convicted under the provisions of the Narcotic Control Act or the Food and Drugs Act, the right to continue as a member of the University community may, in accordance with the University Act and regulations made thereunder, be the subject of review by the appropriate University body.

  5. Because of its general concern in this whole field, the University is preparing additional information on this subject.
