1.0 Reason for Bylaw
To establish the position of Vice-President (External) and to confer upon the Vice-President (External) certain powers and duties.
2.0 Rule/Principle
2.1 There shall be a Vice-President (External) of the University.
2.2 The powers, duties and functions of the Vice-President (External) shall include:
2.2.1 overseeing the external relations of the University and providing leadership to and coordination of efforts that maximize good will and financial benefits to the institution;
2.2.2 acting as the officer through whom the heads of units supporting external relations and providing services report;
2.2.3 assuring effective and efficient administration of units which directly support alumni relations, public relations, government relations and fund-raising activities of the University, and report to this officer;
2.2.4 working with the President to plan, implement and oversee short and long term public affairs, alumni relations, government relations, and fund-raising strategies that will increase support for the University's priorities, bring revenues that enhance the academic and research activities of the institution, and assure smooth coordination of these strategies with the mission of the University;
2.2.5 working with the Vice-President (Academic) and Provost, the Vice-President (Administration) and the Vice-President (Research) to assure achievement of mutual goals that support the primary functions of the University;
2.2.6 maintaining close contact with external institutions, corporations, foundations, community organizations and other relevant bodies to maintain and enhance their financial support of the University;
2.2.7 maintaining strong liaison with the Alumni Association to keep graduates informed of University issues, and to assure that they remain engaged with the University in support of its mission;
2.2.8 undertaking additional duties as may be assigned from time to time by the President or the Board of Governors.
3.0 Accountability
3.1 The University Secretary is responsible for advising the President that a formal review of the Bylaw is required.
4.0 Secondary Documents
4.1 The Board of Governors may approve Regulations, Policies and Procedures which are secondary to and comply with this Bylaw.
5.0 Review
5.1 Formal Bylaw reviews will be conducted every ten (10) years. The next scheduled review date for this Bylaw is April 1, 2014.
5.2 In the interim, this Bylaw may be revised or rescinded if the Board of Governors deems necessary.
5.3 If this Bylaw is revised or rescinded, all Secondary Documents will be reviewed as soon as reasonably possible in order to ensure that they:
(a) comply with the revised Bylaw; or
(b) are in turn rescinded.
6.0 Effect of Previous Statements
6.1A This Bylaw supersedes all previous Board/Senate Bylaws, Regulations, Rules, Policies and Procedures, and resolutions on the subject matter contained herein.
