1.0 Reason for Policy
To identify the University's commitment to and responsibility for the safe use of radioactive materials, radiation devices and X-ray equipment in order to protect the environment, students, academic and support staff, and visitors to the campus from the adverse effects of ionizing radiation.
2.0 Policy Statement
The University is committed to complying with the Nuclear Safety and Control Act, Manitoba Workplace Safety and Health Act, and all legislation with respect to the procurement, use, storage, transfer and disposal of all radioactive materials, radiation devices and X-ray equipment in all areas under the control of the University. The Radiation Safety Program has been developed, and shall be maintained, to ensure the required level of control without unduly hampering research.
The University of Manitoba is committed to ensuring that:
(a) doses of ionizing radiation to all staff, students and members of the public from the use of radioactive materials, radiation devices and X-ray equipment do not exceed regulatory dose limits, and be kept as low as reasonably achievable ("ALARA"), social and economic factors taken into consideration; and
(b) a high standard of radiological safety and security is maintained at all times in the work environment.
2.1 The Radiation Protection Committee
2.1.1 The University has established and shall maintain a Radiation Protection Committee comprising members of the University community and stakeholders knowledgeable in the safe use of radioactive materials, radiation devices and X-ray equipment. The Committee shall report to the Executive Director of Human Resources and have the following mandate and authority:
(a) to provide advice on the safe use of radioactive materials, radiation devices and X-ray equipment in all areas under the control of the University;
(b) to issue Internal Permits as internal authorizations as licensed by the Nuclear Safety and Control Act and for Research X-ray equipment and oversee the Radiation Safety Program;
(c) to enforce University of Manitoba conditions of such Internal Permits, including the authority to revoke or cancel a Permit;(d) make recommendations on University Governing Documents relating to Radiation Safety; and
(e) approve standard procedures relating to Radiation Safety.
2.1.2 Radiation Protection Committee members shall be appointed by the Executive Director of Human Resources in consultation with the Vice-President (Academic), Vice-President (Research) and Vice-President (Administration). The committee membership and officers shall be as specified in the Radiation Safety Procedures.
2.2 The University shall employ a Radiation Safety Officer in the Environmental Health and Safety Office. The Radiation Safety Officer shall be responsible to the Director of Environmental Health and Safety for administering the Radiation Safety Program, providing advice, guidance, technical support and ensuring that internal Permit Holders and Designated Workers are aware of their responsibilities to comply with the Radiation Safety Policy and Procedures.
3.0 Accountability
3.1 The University Secretary is responsible for advising the President that a formal review of this Policy is required.
3.2 The Executive Director of Human Resources is responsible for the communication, administration and interpretation of this Policy.
3.3 The Director of the Environmental Health and Safety Office is responsible for the Radiation Safety Program and support to the Radiation Protection Committee.

5.0 Review
5.1 Formal Policy reviews will be conducted every ten (10) years. The next scheduled review date for this Policy is August 26, 2021.
5.2 In the interim, this Policy may be revised or rescinded if the President and/or Vice-President (Administration) deems necessary.
5.3 If this Policy is revised or rescinded, all Secondary Documents will be reviewed as soon as reasonably possible in order to ensure that they:
(a) comply with the revised Policy; or
(b) are in turn rescinded.
6.0 Effect on Previous Statements
6.1 This Policy supersedes:
(a) Radiation Safety Policy (April 1, 2004)
