Construction Safety

Contractor Orientation Dates and Locations

All workers working for Contractors providing construction and maintenance services at the University will be required to attend a 2 hour health and safety orientation (to be renewed annually) prior to working on any projects on campus. The orientation will cover U of M general policies & procedures for construction work and an overview of the special precautions required to be taken related to the presence of asbestos containing materials (ACMs) on campus.

Sessions start sharp at 8:30am.

Contractor Responsibilities
Contractors who conduct work at the University are made aware of their responsibilities and expected to perform their work in accordance with the requirements for working at the University, consistent with the University Policy #512 on Health and Safety.

The ‘Prime Contractor’ for a construction project is defined under the Workplace Safety and Health Act and is responsible to ensure that a construction project is undertaken in a safe and healthy manner and in accordance with all applicable provincial and federal regulations. This includes;
   a. ensuring, so far as is reasonably practicable, that every person involved in work on the project complies with the Workplace Safety and Health Act and the Regulations;
   b. co-ordinating the activities of Contractors, organizing and overseeing the performance of all work at the construction project site and conducting activities in such a way as to ensure, so far as is reasonably practicable, that no person is exposed to risks to his or her safety or health arising out of, or in connection with activities at the construction project site;
   c. co-operating with any other person undertaking duties related to the project or exercising a duty imposed by the Workplace Safety and Health Act, or any other applicable Act or Regulations.

The ‘Prime Contractor’ shall ensure that a Workplace Safety and Health Committee is formed and functioning on all projects as required by the WSH Act and Regulations. The ‘Prime Contractor’ shall ensure that meetings of the Committee are held on a regular basis and that copies of the minutes are forwarded to the University project coordinator and EHSO.

A “Contractor” means a person who directs the activities of one or more employers or self-employed
persons involved in work on a project. Contractors have the same duties as Prime Contractors with respect to the workers they employ or any sub-Contractor that works for them. A Contractor is to advise the Prime Contractor of the name of every employer or self-employed person with whom the contractor has contracted to perform work on the project.

Contractor Pre-Qualification
The Pre-Qualification process used by the University requires contractors to indicate whether they are COR certified or have a Company Safety Program registered with CSAM or MHCA  (Construction Safety Association of Manitoba or Manitoba Heavy Construction Association)

Contractor Orientation
A mandatory safety and health orientation for all Contractors working at the University is now a requirement to ensure the responsibilities and the requirements are communicated and understood by all parties. Every contractor wishing to work or bid work on campus must attend the orientation. Those who do not attend the orientation may not be allowed to work on campus.
