CHARACTER OF THE JOB

In general, a Systems Analyst is responsible for analyzing and evaluating user requirements for computer systems. The incumbent may act as coordinator of a special project or may be utilized as a resource person on a project team in which his/her major responsibility would be to analyze and define user requirements. A Systems Analyst would, therefore, typically spend at least 50% of working time in consultation: determining requirements, estimating manpower requirements and/or scheduling project work and establishing the design of new or revised computer solutions to satisfy requirements.

Incumbents must apply an acquired level of proficiency and know- how to design complex sub-systems or basic to moderately complex systems. Incumbents are challenged to develop and adapt new solutions to analytical problems while following well-defined policies and being guided by specific objectives. Coordination and training of employees working at the same or more junior levels may be a requirement.

At this level, under direction, incumbents are expected to develop on-the-job skills in the area of: project leadership/management, specialized knowledge of package software component(s), or greater technical proficiency in support of systems and/or procedures.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

  • Determines requirements for: computer systems, data storage and retention, or related hardware or software facilities.
  • Establishes the overall and/or detailed design specifications and development schedule for a sub- system/system.
  • May act as the coordinator for new or ongoing computer systems, and/or for a small systems team.
  • May supervise and/or provide technical assistance and direction to programmers and programmer/analysts working on a computer system.
  • May consult with users or Computer Services staff regarding: their requirements, research techniques, software availability, program designs, etc. and may develop software to facilitate hardware handling of user written programs.
  • May make presentations to other staff members and users.
  • May establish operational guidelines and procedures for computer systems.
  • May maintain, modify and develop complete systems.
  • May perform programming duties as required.

QUALIFICATIONS REQUIRED

The minimum qualifications necessary for acceptable (satisfactory) job performance are:

Level of Formal Education and Experience

  • Bachelor's Degree or Community College diploma in related discipline.
    - Plus -
    - Four years of directly related computing background and knowledge of application programming languages as required by the department, including one year of experience related to systems analysis and 3 years experience in Data Base and/or Data Communications and/or Computer Networks of medium performance computers or 3 acceptable equivalent years of experience in a large scale computer environment.
    - or -
  • Master's Degree in a directly related study area plus one year of directly related systems experience.
  • An acceptable equivalent combination of education and experience may be considered.

Skills and Abilities

  • Knowledge of programming languages and computer system procedures as required by the department.
  • Ability to determine requirements and to consult effectively with users and staff.
  • Ability to plan, organize and schedule projects.
  • Ability to communicate effectively with staff and the public.
  • May require the ability to supervise the work of others.
