Due to our anti-spam devices it's not unusual to experience delays when receiving emails from external sources.
The university implements a technique called "greylisting". In a nutshell, greylisting rejects any email we received if it is coming from an unknown sender (eg: an email address we haven't seen before).
Most spammers don't send their messages twice, which significantly reduces the amount of junk we have to deal with.
The delay in how long it takes for emails come through depends on who is sending the email, and how often the email service is set to resend the message. It's unfortunate, but some email services just don't work well with the service.
