Health and Safety Committee Consultation

Concerns that are not resolved at the worker/supervisor level and are not considered to be immediately dangerous, may be forwarded by a worker or supervisor to either Co-chair of the Faculty Workplace Safety and Health Committee for discussion at the next scheduled meeting of the Committee.

TERMS OF REFERENCE
KRM WORKPLACE SAFETY AND HEALTH COMMITTEE

The Faculty of Kinesiology and Recreation Management’s Workplace Safety and Health Committee performs a complementary function to the University’s Workplace Health and Safety Advisory Committee, addressing operational safety concerns on a topic specific or local basis.

The KRM Workplace Safety and Health Committee has been established to identify and resolve safety and health issues at the Building, Faculty, or Department level.  

The WSH Committee shall function in accordance with the Code of Practice established by the WSH Division found at http://safemanitoba.com/codes.aspx

The WSH Committee shall meet on a regular basis, with a minimum of four (4) meetings per year. Issues that cannot be resolved by the WSH Committee and recommendations that may affect the entire University community, may be forwarded to either co-chair of the WHSAC for consideration at the WHSAC.

Membership

  1. 1. The Faculty of Kinesiology and Recreation Management’s Workplace Safety and Health Committee shall be made up of worker and employer representatives.
    1. Three (3) employer members, as designated by the Dean;
    2. The WHMIS Coordinator, as a part of their position;
    3. Three (3) worker members, from all three (3) buildings of the Faculty (Frank Kennedy Centre, Max Bell Centre, Investors Group Athletic Centre).
    4. The worker representatives will volunteer for the committee, when a call for Standing Committees goes out from the Dean’s Office. If there are more than three (3) volunteers then an election will be held.
  2. The term of office for a Committee member shall normally be two years, but members may be re-appointed to the Committee.
  3. The number of employer representatives must not exceed the number of worker representatives.
    1. Volunteer representatives of the students (1 undergraduate and 1 graduate programs) will be asked to participate in the committee as guests.
  4. The Dean’s Confidential Secretary will be present at meetings to take minutes. The Confidential Secretary will also circulate the agenda and minutes to the committee. A copy of the minutes will be faxed to Manitoba Labour and Immigration - Workplace Safety and Health Division within 1 week after the WSH Committee meeting.

Co-Chairs

  1. There shall be two co-chairs chosen each year, normally at the first scheduled meeting in the new academic year.
  2. One shall be chosen from and by the worker members and one shall be selected by the employer members.
  3. The co-chairs are free to participate to an equal extent as any other member in the discussions and decisions of the meeting.
  4. The chairing of meetings shall alternate from meeting to meeting between the two chairs.
  5. The chair of the meeting shall be responsible for ensuring an agenda is prepared and distributed at least three (3) working days prior to scheduled meetings.
  6. The employer co-chair shall be responsible for maintaining a file of minutes of committee meetings and also insure that:
    1. One copy is posted on the committee's bulletin boards (1 each in FKC, Max Bell Centre, IGAC).
    2. One copy is sent to the Environmental Health and Safety Office.
    3. One copy is sent to each member of the WSH Committee.
  7. The co-chairs or their delegates shall accompany the provincial health and safety officer during any inspection or investigation of the area that is performed.

Meetings

  1. The committee shall schedule regular meetings. (a minimum of 4 per year, with two meetings in the fall (September and then November), and once during the winter (January to March) and once in the spring (April to June).
  2. Special meetings may be called by either co-chair for the purpose of considering causes of accidents or dangerous occurrences, or concerns believed to involve conditions dangerous to health or safety.
  3. Except for the calling of special meetings, three (3) working days prior notice shall be given for the calling of committee meetings.
  4. The quorum for committee meetings shall consist of one-half the worker members and one-half the employer members.

Duties

  1. The committee shall provide assistance in the identification, recording, examination, evaluation and resolution of health and safety concerns arising within their area.
  2. The committee shall recommend to the Faculty Executive practical procedures and conditions which will help achieve the highest possible degree of health and safety in their area.
  3. The committee shall promote education and training programs which are designed to develop a detailed knowledge of health and safety concerns and responsibilities in each individual in their area.
  4. The committee shall participate in the review and investigation of accidents and dangerous occurrences at the workplace.
  5. The committee shall establish a means to regularly inspect their workplace.
    1. One building will be inspected prior to the November, winter and spring meetings, so that each building is inspected during the year. Other inspections can occur at any time as determined by the committee. Volunteers will be recruited for each inspection to include at least one employee member and one employer member along with each Building Coordinator. If possible, a representative from the Environmental Health and Safety Office will also participate in the inspection tour.
    2. Inspection reports will be circulated to the entire WSH Committee within one week of the inspection occurring.
    3. A written follow-up to the inspection report will occur within 30 days of the report being circulated. This document will present information on how each item is being addressed.
  6. The committee shall co-operate with the health and safety officer of the Government of Manitoba who is exercising his\her duties under the Workplace Safety and Health Act.
