Program Overview

The Community Psychiatry Program is comprised of a number of specialized programs that provide mental health services to clients within primary care and specialized mental health settings including:

CLPS – Community Living Psychiatric Service: The CLPS program treats the dual diagnosed client who has an intellectual challenge and a mental health disorder. The program is situated at St. Amant Centre and at 425 Elgin - the program has three part time psychiatrists and a team of four psychiatric nurses.

CODI - Co-occurring Disorders Initiative The CODI Team comprises of a psychiatrist and three clinicians with expertise in the area of dual diagnoses including mental health and addictions. Besides providing an ACT –like team approach to clients’ needs, the team also has begun the use of Dialectical Behavioral Therapy (DBT) in both individual and group therapy. The program offers Residents a special educational opportunity to learn about concurrent disorders.

Crisis Response: Our crisis program is available 24/7 by providing services to the city of Winnipeg. The Mobile Crisis Service provides phone and direct crisis assistance around the clock. The team is backed by a psychiatry on call service – CPOCCS – Community Psychiatrist On Call Consultative Service that includes making home visits and providing valued clinical advice. A new Crisis Stabilization Unit with 16 beds provides short stays for clients to manage there crisis issues over a 4 to 5 day period.  We also have a brief Counselling/Treatment Service to help quell the crisis and assist the client to move beyond it.  The crisis teams also have access to the “PURC at the Miz” – the Psychiatric Urgent Referral Clinic at the Misericordia Mental Health Centre for psychiatric consultations where the issues are not emergent.  Beginning in early 2013, the brand new Crisis Response Centre will be opened to provide walk-in service for clients wanting to speat to a mental health professional.  Although this program will not fully replace the availability of emergency on call psychiatric services, there is an expectation that many people will take advantage of this unique opportunity.

EPPIS – Early Psychosis Prevention and Intervention Service: The program addresses the clinical issues of the newly diagnosed client who suffers from a psychotic disorder. The program has three psychiatrists and seven staff who work together in as a team to provide the needed services within the community.

ICM – Intensive Case Management: The ICM is a longstanding program which uses a rehabilitative and recovery approach with clients that live within the community. These clients have a range of mental health difficulties including Axis I and Axis II diagnoses.  They work together as a team using a case management model.  There is a psychiatrist and two clinicians who are associated with this program.

PACT – Program of Assertive Community Treatment: PACT – Hargrave and PACT – Leila are two of our mental health programs aimed at providing treatment, support, rehabilitative and crisis services to the serious and persistent mentally ill (SPMI). This is a multidisciplinary team that follows the PACT Model originally developed in the University of Wisconsin. They provide care for nearly 160 clients who have a major Axis I diagnosis and require intensive involvement by a specialized team particularly with experience in co-occurring disorders and rehabilitation and recovery models.

SMHC - Shared Mental Health Care: provides a collaborative approach to managing and treating mental health within primary care and is based in five different Access Centres within the City of Winnipeg. The program also draws referrals from five fee-for-service Family Physician Clinics as well. A psychiatrist and Shared Care Counselor collaborate with Family Physicians within many of the clinics to meet the mental health challenges that the Primary Care Giver faces.

Resident Clinical Elective Experience:

The Community Psychiatry Program provides an opportunity for psychiatric residents to experience their training within a community setting:

  1. The Community – Psychiatry Rotation/Elective addresses the senior resident (PGY4 or 5) with an excellent opportunity of working either as a Share Care Consultant (in Aikens & Health Action Centre, Access Transcona); as well as a PACT psychiatrist.  As per RCPSC expectations, PGY-4 Residents rotate through Shared Care on a half day basis from September to June.  Their collaborative clinical interventions within Primary Health Care expose them to the exciting opportunities to working within the community.  The community experience is meant to challenge the Resident to think outside the medical ‘box’ and approach problems from a systemic perspective while dealing with complex consultations.
  2. Community Clinical Visits – these opportunities range from experiences in working in Child Psychiatry, Forensics, psycho-Geriatrics, and Northern & Rural Manitoba Clinics and is available to all PGY 2 to 5 residents each year throughout their entire residency training.  Residents are expected to make 8 visits per year to widen their knowledge of ‘community psychiatry.’

Residents are challenged to look at new potential opportunities arising within the Community Program.  With the CRC and PACT creating new clinical options, Residents will be exposed to a variety of learning opportunities.  Fee free to contact Dr. Randy Goossen on other educational ideas that you may have that would meet your learning goals.
