Administrative History of the Consumer's Association of Canada

The Consumers' Association of Canada (CAC), the only nationally organized consumers association in Canada, is a direct outgrowth of the Women's Section of the Wartime Prices and Trade Board. This organization was formed during the Second World War to assist in the monitoring of price ceilings, rationing, and in assisting Canadians to achieve maximum use and value from scarce consumer goods. Its survival, however, was due more to women all across Canada deciding that their experience in organized war work and their efforts to prevent inflation during the war should not be lost. They determined to develop that experience into a peacetime organization which would give women opportunities to continue serving their country. The effectiveness of this massive corps of volunteers led to the permanent establishment of a consumer organization. In September of 1947, sixteen major women's organizations met in Ottawa and organized the Canadian Association of Consumers. Within its first year of operation, branches were formed in every province and later in Newfoundland. In Manitoba, Mrs. R.W. Queen-Hughes, the wife of the Lieutenant Governor, called together the provincial representatives of the founding groups and put in their hands the responsibility of setting up the CAC in the province. Mrs. C.K. Newcombe was the first interim chairman of the Winnipeg Branch until its official establishment in April 1948.

As prescribed in the constitution of the Consumers' Association of Canada its primary goals and objectives are: 1. To unite the strength of consumers to improve the standard of living in Canadian homes; 2. To study consumer problems and make recommendations for this solution; 3. To bring the views of consumers to the attention of governments, trade, and industry, and to provide a channel from these to the customer; 4. To obtain and provide for consumers information and counsel on consumer goods and services and to conduct research and tests for the better accomplishment of the objects of the Corporation.

Scope and Contents of the Records

This first installment consists of 2.5 meters W) in twenty-one (21) storage boxes. The collection consists of working files of the Manitoba branch of the Consumers' Association of the Winnipeg Branch and of the Fort Garry Branch. Highlighting the collection are executive meeting minutes from 1947-79, correspondence, membership lists, annual reports, financial records, and annual meetings. Besides operation files, many special investigations of consumer concerns are documented including studies of food prices, fishing, drug costs, loan charges, consumer credit, and a wide range of other matters. Scattered throughout is much material on the national association, its concerns, and activities.

Custodial History

The papers of the Consumers' Association of Canada (Manitoba) were deeded to the University of Manitoba on 18 June 1982. Included with the transfer of ownership was a conveyance of copyright and a commitment that additions would be made to the collection in later years. Hugh Larimer, on staff with the Dafoe Library, and his wife Ruth Berry, first alerted the Department of the Association's interest in establishing its archives on campus. Signing the deed of gift on behalf of the Association was Wendy L. Barker, President, and for the University, Marilyn J. Sharrow, then Director of Libraries.
