The Off-Campus Work Permit Program allows qualifying international students to obtain Work Permits to work off-campus during their studies for a maximum of 20 hours per week during any academic session (including summer if studying during that time) and full-time during regularly scheduled breaks such as the summer session and winter holidays. Students whose programs do not have regularly scheduled breaks (such as Pre-Masters, Masters, and PhD programs) may only work a maximum of 20 hours per week throughout the year.
Before applying for an Off-Campus Work Permit, the student must complete at least six(6) months of full-time study (out of the 12 months, immediately preceding application) at a participating institution with acceptable academic standing. Acceptable academic standing for the purpose of the Off-Campus Work Permit Program is defined by each institution.
Students must continue to maintain full-time status and acceptable academic standing to remain eligible for their Off-Campus Work Permit. Citizenship and Immigration Canada requires institutions to report students who no longer meet the program requirements.
It is the student's responsibility to surrender their Off-Campus Work Permit if they become ineligible for the program. The Off-Campus Work Permit Coordinator / Designated Institutional Representative (Gitan Armour) will NOT notify students who no longer meet the academic eligibility requirements for the program to inform them that they must surrender their Off-Campus Work Permit. Students who have Off-Campus Work Permits and would like to confirm that they are remaining eligible can contact Gitan Armour by email at Gitan_Armour@umanitoba.ca.

U of M students must book an appointment to see the Off-Campus Work Permit Coordinator / Designated Institutional Representative, Gitan Armour, if they would like to:
Before beginning ANY online procedures related to your Off-Campus Work Permit application, you must book an appointment with the Off-Campus Work Permit Coordinator/Designated Institutional Representative (DIR) and have your eligibility confirmed in person at the appointment.
Students Transferring Into or Out of the University of Manitoba:
Students transferring in to the U of M who already have an Off-Campus Work Permit or who would like to apply for an initial Off-Campus Work Permit must book an appointment with the DIR before initiating any online procedures.
Students transferring out of the U of M who already have an Off-Campus Work Permit must email the DIR so that the transfer of Off-Campus Work Permit information can be arranged. Students transferring out of the U of M who would like to apply for an initial Off-Campus Work Permit must book an appointment with the DIR before leaving Winnipeg and initiating any online procedures.
Students may phone the ICS Reception Desk at 474-8501 to inquire about appointments. Appointments with the Off-Campus Work Permit Coordinator can fill up quickly; students are encouraged to book their appointments several weeks in advance.
Before Your Appointment With the Off-Campus Work Permit Coordinator:
Students are expected to read all Off-Campus Work Permit application materials published by Citizenship and Immigration Canada (CIC) and the U of M before meeting with the Off-Campus Work Permit Coordinator (Gitan Armour). After reading all program materials, it is the student's responsibility to ask Gitan (by email or at a scheduled appointment) for clarification about any information contained in the program materials that they do not understand.
Please note that assessment of eligibility can only be done at a scheduled appointment.

At Your Appointment With the Off-Campus Work Permit Coordinator:
Students must bring the following documents to their appointment:
Undergraduate Students:
- Original Student Card
- Original Study Permit
- Original Passport
Graduate Studies Students:
- All of the above information
-AND-- A completed Confirmation Report of Academic Performance for International Graduate Students. Your advisor must complete and sign this report.
Students who do not have the correct documents will not be seen and will have to book another appointment. CANCELLATIONS: If you would like to cancel your appointment, you must call the International Centre for Students' reception desk at 474-8501 at least 24 hours in advance. If you do not cancel your appointment or do not show up on time you may have to wait 2 or more weeks for a new appointment.

To be eligible for an Off-Campus Work Permit, a student must have completed at least six months of full-time study at a participating institution within the past 12 months, be currently enrolled as a full-time student, and maintain acceptable academic performance.
For students in graduate programs (Pre-Masters, Masters, and PhD programs), acceptable academic performance is based on performance in course work and performance not related to course work. A graduate student will only be considered eligible to apply for an Off-Campus Work Permit when the student's advisor indicates that he/she is meeting all academic requirements for their program of study.
Initial Off-Campus Work Permit Applications and Renewals
For an initial application for or renewal of an Off-Campus Work Permit we require the student’s academic advisor to fill out the Confirmation Report of Academic Performance for International Graduate Students and send it directly by mail, fax, email, or in-person to:

Throughout the Duration of the Off-Campus Work Permit
To remain eligible for the Off-Campus Work Permit, the student must continue to meet all academic program requirements during every term of study that the Work Permit is valid. It is the student's responsibility to give their advisor a Term Report to complete. It is also the student's responsibility to ensure that the Term Report is submitted to the Designated Institutional Representative (DIR) by the due date listed on the Term Report form. The Term Report verifies that the student is continuing to meet all academic program requirements. Please note that there is a separate Term Report template for each academic term.
