Mr. Rupert Maclean
Director, UNESCO-UNEVOC International Centre, Bonn, Germany
Born in Bombay,
India, in 1946. Undergraduate studies in economics and commence at the
University of Melbourne, and post-graduate studies in the economics
of education and sociology of education at the University of Bristol
(U.K), the University of Tasmania and Monash University (Australia).
His Ph.D. thesis
concerning the sociology of occupations was published by The Falmer
Press UK in 1992, 'Teachers' Career and Promotion Patterns: A Sociological
Analysis', and is widely quoted as the standard work in its field.
Rupert Maclean has
been Director of the UNESCO-UNEVOC International Centre in Bonn since
May 2001. Prior to this he was Director, Section for Secondary Education
at UNESCO Paris; Chief of the Asia-Pacific Centre of Educational Innovation
for Development (ACEID) at UNESCO Bangkok; and, the UNESCO Chief Technical
Advisor for a United Nations project to strengthen and upgrade teacher
education in Myanmar.
Rupert Maclean commenced
his career as a secondary school teacher of economics and history, after
which he became a College of Education lecturer and since1975 a university
academic involved with research and teaching in the sociology of education.
He has been a visiting Professor at Fujian University (China) and at
Srinakharinwirot and Silupakorn Univeristies (Thailand).
He is the author
or co-author of many publications including 10 books, 12 chapters in
books, and numerous research reports and papers. He is the co-editor
of the current book series 'Educational Innovations in Asia and the
Pacific'; co-editor of the forthcoming 'International Handbook on Vocational
Education', and co-editor of the forthcoming book series 'Education
for the World of Work: Issues, Concerns and Prospects.' Rupert Maclean
is on the Editorial Boards of the international 'Journal of Educational
Change', 'Asia-Pacific Education', and the 'South-Pacific Journal of
Teacher Education'. He was recently Guest Editor of the UNESCO-IBE Quarterly
Review of Comparative Education PROSPECTS for issues on 'Education in
Asia' (Number 115, 2000, with Victor Ordonez) and on 'Secondary Education
Reform' (Number 117, 2001, with Cecilia Braslasky), and for the INTERNATIONAL
JOURNAL OF EDUCATIONAL CHANGE, for a special issue on 'Educational Change
in Asia' (Vol. 2 No. 3, 2001)
Prior to joining
UNESCO in 1990, he undertook numerous consultancies for Federal and
State Education Departments in Australia, and for the Asian Development
Bank , UNESCO and UNICEF. He was a Member of the Australian Commonwealth
Government Social Policy Committee (1987-90) which was the instigator
of major policy changes in the areas of education, youth affairs, health
and social welfare; and was a Member of the Priority Projects Committee
of the Australian Government Disadvantaged Schools Programme, responsible
for administering funds to be allocated to educationally disadvantaged
population groups.

Honourable Perrin Beatty
President and CEO, Canadian Manufacturers & Exporters
The Honourable
Perrin Beatty is President and Chief Executive Officer of Canadian
Manufacturers & Exporters.
A native of Toronto,
Mr. Beatty grew up in Fergus, Ontario, and graduated from the University
of Western Ontario in 1971. A year later he was elected to the House of
Commons as a Progressive Conservative and in 1979 he was appointed
Minister of State (Treasury Board) in the government of Joe Clark, at
the time the youngest person ever to serve in a federal Cabinet. He held
six additional portfolios in subsequent Progressive Conservative
governments, including National Revenue in 1984, Solicitor General in
1985, National Defence in 1986, Health and Welfare in 1989,
Communications in 1991, and Secretary of State for External Affairs in
1993.
Following the 1993
federal election, Mr. Beatty joined a number of private sector boards
and worked as a consultant in the field of communications. He was an
Honourary Visiting Professor with the Department of Political Science,
University of Western Ontario, where he taught a course in
Communications Technologies and Public Policy. As well, he wrote a
weekly column on government and politics for a major Canadian
newspaper.
Mr. Beatty was
appointed President and CEO of the Canadian Broadcasting Corporation
(CBC) in 1995 and assumed his current position on August 15,
1999.
Mr. Beatty is
married and has two sons.

Michele S. Jean
Vice-President of the Canadian Commission for UNESCO
Michèle S. Jean was
appointed Special Advisor to the Minister of Foreign Affairs (Health and
social Affairs) assigned to the Canadian Permanent Mission to the
European Commission in Brussels from 1998 to 2000. In September 2000 she
was appointed Advisor in Programs Development, Montreal University,
Faculty of Higher Education. Previously, from 1993 to 1998, Michèle S.
Jean was Deputy Minister of Health Canada. Mrs. Jean started her career
as a journalist in Quebec City. She then completed a B.A. and an M.A. in
History and an M.Ed. in Adult Education, all at Montreal University. In
1995 she was awarded an honorary LL.D. from Concordia University. From
1980 to 1982, Ms. Jean chaired the Quebec Inquiry Commission on
Vocational and Socio-Cultural Training for Adults. Then she served and a
consultant for the International Institute for Educational Planning
(IIEP) in Paris. In 1984, she was appointed Assistant Deputy Minister
and Director-General of the Professional Training Division in the Quebec
Department of Manpower and Income Security. In 1988, she became
Executive Director of Employment Services in the federal Department of
Employment and Immigration and was named Associate Deputy of that
Department in 1990. In 1992 she was appointed Under Secretary of State.
One of the ten Quebec "Women of the Year" in 1979, she was named "Career
Woman of the Year" by the Montreal's O'Sullivan College in 1981. She is
the author of several books and publications including "L'Historie des
femmes au Québec de la Nouvelle-France à nos jours" and "Apprendre: une
action volontaire et responsible". Ms. Jean has participated in several
international meetings and working groups on labour market training,
adult education, health and aging in Argentina, France, China, Europe
and Canada.

Dr. Harold Stolovitch
Professor of Human Performance Technology, University of Southern California
Dr. Harold
Stolovitch completed a Ph.D. and post-doctoral studies in Instructional
Systems Technology at Indiana University. He has been a teacher,
trainer, researcher, and consultant for over 40 years. Dr. Stolovitch
has authored more than 100 books, reports, chapters and articles on
various aspects of instructional and performance technology. He has
produced countless training materials, games, and simulations and other
interactive activities using a wide range of media. Harold retired from
the Université de Montréal where, as a full professor, he taught and
conducted research in Instructional and Performance Technology. Dr.
Stolovitch was recently bestowed the honour of professor emeritus. He is
also a clinical professor of Human Performance Technology at the
University of Southern California. He is a consultant to business,
industry, government, the military and the police. Harold is a Past
President of the International Society for Performance Improvement
(ISPI), former editor of the Performance Improvement Journal, editorial
board member of several human resource and performance technology
journals and co-editor of both award-winning editions of the Handbook of
Human Performance Technology: A comprehensive Guide for Analyzing and
Solving Performance Problems in Organizations and Improving Individual
and Organizational Performance Worldwide. He received the 2001 ISPI
Thomas F. Gilbert Distinguished Professional Achievement award. He is a
frequent keynote speaker and presenter for major companies and
professional associations. Harold has won numerous awards for his
contributions to instructional and performance technology including
ISPI's highest award, Member for Life.

Dr.
Budd Hall
Dean of the Faculty of Education, University of Victoria
Budd L. Hall is the
Dean of the Faculty of Education at the University of Victoria. He is
the former chair of the Adult Education, Community Development and
Counselling Psychology department at the Ontario Institute for Studies
in Education at the University of Toronto. One of Canada's best-known
adult educators, Budd is internationally known for his pioneering work
in the development of the field of participatory research, an approach
an approach to research that combines social investigation, learning and
community action. He served as Secretary-General of the International
Council for Adult Education from 1979-1991 before joining OISE/UT. His
research include interests in addition to participatory action research
include an international comparative study of social movement learning,
an action research project on the role of universities in joint
university-knowledge creation and adult learning and global civil
society. He is the founder of the Transformative Learning Centre, a
joint university-community research and field development centre based
at OISE/UT. He is the past President of the Canadian Association for the
Study of Adult Education and is currently on the Executive of the
Canadian Commission for UNESCO, the Canadian Network for Democratic
Learning (CANDLE) and the North American Alliance for Popular and Adult
Education (NAAPAE). He also coordinates an international working group
on university-based adult education for the UNESCO Institute for
Education in Hamburg, Germany. He is also a poet.

Rob Atkinson
Vice President of the Progressive Policy Institute (PPI) and Director
of PPI's Technology & New Economy Project
Rob Atkinson is
vice president of the Progressive Policy Institute and director of PPI's
Technology & New Economy Project. He is the author of the New Economy
Index series which looks at the impact of the New Economy on the U.S.,
state and metropolitan economies. While at PPI he has written groundbreaking
reports on a wide range of technology issues, including the role of
IT in homeland defense; Internet taxation, privacy, and spam; global
e-commerce; digital government; and middleman opposition to e-commerce.
He also directed PPI's New Economy Task Force, co-chaired by Senate
Minority Leader Tom Daschle and Gateway CEO Ted Waitt.
Previously Dr. Atkinson served as executive director of the Rhode Island
Economic Policy Council, a public private partnership including as members
the Governor, legislative leaders, and corporate and labor leaders.
Prior to that he was project director at the former Congressional Office
of Technology Assessment.
While at OTA, he directed The Technological Reshaping of Metropolitan
America, a report examining the impact of the information technology
revolution on America's urban areas. He is a board member of the NanoBusiness
Alliance and the Information Policy Institute, and was appointed by
President Clinton to the Commission on Workers, Communities, and Economic
Change in the New Economy.
He is also a member of the Task Force on National Security in the Information
Age, co-chaired by Markle Foundation president Zoe Baird and former
Netscape Communications chairman James Barksdale. In 2002, Government
Technology magazine and the Center for Digital Government named him
one of the 25 top "Doers, Dreamers and Drivers of Information Technology."

John Longbottom
Vice President and General Manager, Western Canada Ceridian Canada
Ltd.
John Longbottom
is responsible for managing Ceridian Canada's customer relationships
in Manitoba, Saskatchewan, Alberta, and British Columbia, with a focus
on business development, operational effectiveness, strategic sales
and marketing. Mr. Longbottom comes to Ceridian with extensive experience
in customer service and sales, management, marketing and IT services
and technology, gained over more than 22 years with IBM. In 1996, Mr.
Longbottom held the position of Manager of Strategy & Planning within
IBM's Global Industry Business Solutions in New York, where he worked
on the creation of IBM's e-business strategy. In 1999, Mr. Longbottom
returned to his home province of Manitoba, assuming the positions of
Senior Location Executive (Manitoba), Global Services Executive (Manitoba)
and Client Unit Executive (Prairies). Mr. Longbottom is based out of
Ceridian's head office in Winnipeg.
