Breaking Barriers
and Building Bridges: Creating a Seamless System for Adult Learners
Abstract:
Reform of policy
and procedure for Adult Learning Centres (ALCs) forms one of the main
pillars of Manitoba's Training Strategy. ALC reform began in fall 2000
with a public consultation on the definition, funding, and accountability
of high school programs aimed at adult learners. The process of transforming
ALCs into an effective and accountable adult-focused system has revolved
around a serious of articulation initiatives designed to remove systemic
barriers for adult learners.

In 2001 the Community
Learning and Youth Programs Branch (CLYP) of Manitoba Education, Training
and Youth (METY) took over the governance of Manitoba's network of Adult
Learning Centres (ALCs).
Anna Beauchamp
is the Manager of the Adult Learning and Literacy unit of CLYP. Anna
developed the Accountability Framework and accompanying program assessment
tools for ALCs, and is involved in the development of ALC policy.
Barbara Wynes,
Senior Consultant for Adult Learning and Literacy brings a wealth of
experience in the areas of adult literacy curriculum and programming
and Essential Skills research and development.
John Sawchuk,
Program Consultant for Adult Learning and Literacy, works closely with
ALCs to evaluate programs and help them to build program quality and
accountability.
Lois Morin,
Prior Learning Assessment and Recognition (PLAR) Coordinator for Adult
Learning and Literacy, is responsible for training ALC practitioners
to be able to provide PLAR services to adult learners in the community.
Lois also serves as the unit's liaison with Industry Training Partnerships,
and supports a variety of initiatives linking adult learners with the
world of work.
