CHARACTER OF THE JOB

The university employs centralized purchasing in which materials, supplies, equipment, repairs and contractual services are purchased by buyers in Purchasing Services. Purchasing Services' mandate is to ensure the competitive tendering or bidding process is fair and transparent.

Incumbents at this level are junior working level buyers. Under general supervision of a senior buyer, incumbents process purchase requisitions involving limited varieties of materials, supplies and equipment. The Purchasing Buyer 1 performs routine administrative work to procure goods of the required quality in the most economical manner.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

  • Issues tenders, requests for quotes/proposals, etc.
  • Analyses bid responses and awards purchase orders.
  • Approves higher value requisitions from Purchasing Assistants.
  • Reviews assigned purchase requisitions.
  • Assists university personnel with all matters concerning purchases.
  • Identifies, seeks, and develops all sources of supply.
  • Keeps aware of new product developments.
  • Is responsible for the receiving and delivery of goods.
  • Provides backup services in the absence of supervisor.
  • Enters and retrieves data from a computerized system.
  • Performs other related duties as required or assigned.

QUALIFICATIONS REQUIRED

The minimum qualifications necessary for acceptable (satisfactory) job performance are:

Level of Formal Education

  • Level 1 of the Purchasing Management Association of Canada's Certified Professional Purchaser Program.
  • Successful completion of the "Handling of Dangerous Goods" course may be a requirement.

Experience

  • 4 years computerized purchasing/buyer experience required.
  • An acceptable equivalent combination of education and experience may be considered.

Skills and Abilities

  • Ability to communicate effectively with individuals, departments and suppliers.
  • Ability to learn to work with a computerized institutional purchasing system.

Physical Requirements

Capable of performing the duties as assigned.
