Dear Colleagues:

UNEVOC-Canada, the Canadian Center for UNESCO’s International project on technical and vocational education and the International Center for the Enhancement of Learning Potential will co-host an international conference and workshops on Unlocking Human Potential To Learn on August 19-25, 2001 in Winnipeg, Manitoba, Canada.

The purpose of this conference and workshops is to familiarize participants with Dr. Feuerstein’s theories and approaches to Learning Skills Enhancement, learning potential assessment and instrumental enrichment. Researchers and practitioners from around the world will introduce participants to best practices, innovative approaches, strategies and techniques for enhancing the learning skills of learners in educational and workplace settings.

Considerable efforts and resources have been devoted to provide equal educational opportunities to all. Having equal educational opportunities now means more than just having access to schools, teachers, and textbooks. It also means that individuals have the intellectual and cognitive skills needed to learn. Many individuals lack equal opportunity because they have not developed the essential cognitive skills to succeed in a learning environment.

Learning skills enhancement can improve the conditions of many Canadian children, youth and adults who lack the critical cognitive skills to fully benefit from the investment in our education and training systems. Furthermore, those already possessing the prerequisite skills to learn need to be challenged so that they can apply knowledge with wisdom and ingenuity in order to maintain Canada as the best place to live in the world.

We solicit your contribution to assist us in bringing this exciting international gathering to Canada. We believe that this venue will have long lasting impact in the field of education and training in Canada and will leave behind the necessary foundation for establishing a culture of lifelong learning in our country. This will ensure that the dialogue between all stakeholders will continue and that your interest and needs related to learning skills enhancement will be addressed.

I am pleased to inform you that Human Resources Development Canada and Manitoba Education and Training have already agreed to contribute to this initiative. Please support learning by making a generous contribution in support of this event. Your contribution will enable us to maintain the registration fees as low as possible in order to allow greater participation, particularly from disadvantaged target groups.
