Jordan's Principle Centres

Jordan Anderson from Norway House Cree Nation was born with complex medical needs. Caught in a funding dispute between the provincial and federal governments, Jordan died at the age of 5  having never returned to his community. Jordan’s story exposed that “similar to the Residential Schools era today, the fate and future of many First Nations children is still being determined by the government”, prompting a movement that led to the child-first principle called “Jordan’s Principle.” The 2015 Calls to Action by the Truth and Reconciliation Commission of Canada list the implementation of Jordan’s Principle by all levels of government as call number three.  In 2021 the Canadian Human Rights Tribunal ruled that the federal government must fund capital assets for the delivery of services under Jordan’s Principle. As a result, studies are being undertaken to design new buildings in community and on reserve in First Nations across Canada. 

Stantec is honoured to be leading the way across Canada in the development of a new typology of "Jordan's Principle Centre"-- a melding of healthcare, community centre, educational, and residential components—where services can include mental health, special education, physical therapy, speech therapy, access to medical equipment, land-based learning, and after school programs. Working closely with the local health authority, program administrators, medical specialists, chief and council, and community members, we are learning that each community’s needs are unique, and each Jordan's Principle Centre is unique. The presentation will show three independent Jordan's Principle Centres with three different design architect leads from the Stantec Winnipeg office: 

  • Norway House Cree Nation, Norway House, Manitoba presented by Calee Gushuliak 
  • Kinonjeoshtegon First Nation, Jackhead, Manitoba presented by Kailey Kroeker 
  • Misipawistik Cree Nation, Grand Rapids, Manitoba presented by Souk Xoumphonphackdy
     

About Calee Gushuliak

Calee Gushuliak is a registered architect with over 12 years of professional experience, including Community Impact (Museums, Daycare, Schools, Public Plazas), Commercial Office Developments, Commercial Tenant Interior Fit-up, High-Density Residential, Retail Interior Fit-up (personal services, restaurants, micro-breweries, lounges), Department of National Defense, and Laboratories. With a background in the construction industry, this practical experience provided Calee with a well-rounded understanding of building systems, methods of construction and building materials. Calee has a diverse skill set, including technical construction detailing, 3D modelling, Project Coordination, Project Management, and Contract Administration.

About Kailey Kroeker

Kailey Kroeker is a registered architect gaining design firm experience since 2012. Kailey’s project experience is diverse and extensive, including recreational, community, governmental, industrial, classified heritage, high-end residential, and speculative multi-family housing. Since starting at Stantec in 2022, Kailey’s projects have been a mix of cultural, healthcare-adjacent, educational, and recreational including Jordan’s Principle Centres and Child and Family Services Centres with various First Nations, and working with clients such as the Royal Winnipeg Ballet, St.John’s Ravenscourt, and Women’s Health Clinic. In addition to practicing architecture, Kailey has been a sessional instructor in the Environmental Design Program in the Faculty of Architecture, having recently taught ED4 Design Studio in the Fall 2023 session and ED2 Design Studio in Winter 2022. Kailey is also a board member of StorefrontMB.

About Souk Xoumphonphackdy

Souk Xoumphonphackdy is a registered architect who has been involved with several community impact, Education, Healthcare, Recreation and First Nations' Projects. He is committed to the integrated design process to transform community needs into innovative high quality architectural spaces with a positive identity. He is always striving to achieve design excellence through the right balance of narratives, architectural features, functionality and program flexibility. Souk has 12+ years of experience in various areas of the project delivery process, from schematic design conception to the fully constructed building, and is currently a Senior Associate in the Stantec Education Studio. 

All three presenters are University of Manitoba alumni with Bachelors of Environmental Design and Masters of Architecture degrees from the Faculty of Architecture.
