Developing a
System of Skill Standards for the United States
Abstract:
The National Skill
Standards Board (NSSB) has been charged by Congressional legislation
with developing a voluntary, national skill standards system for the
United States. The NSSB has established a Common Framework and Language,
which includes skill standards, assessments, and certifications. The
NSSB's broad goals for the system are to (a) help businesses compete
more effectively in the global economy, (b) help workers secure a firmer
economic future and achieve higher standards of living, and (c) help
educators create better and more up-to-date tools and curricula to teach
future workers what they need to know to succeed in the working world.
Business-led Voluntary Partnerships are being established to develop
skill standards for 15 industry sectors. A Voluntary Partnership is
made up of representatives from business, education, and community-based
and public policy organizations. The NSSB-approved manufacturing and
customer service and sales skill standards were released in 2001. Skill
standards development is now under way in the Education and Training,
Information Communications Technology, Hospitality and Tourism industry
sectors, and Public Administration/Protective Services industry sectors.
