CHARACTER OF THE JOB

The university employs centralized purchasing in which materials, supplies, equipment, repairs and contractual services are purchased by buyers in Purchasing Services. Purchasing Services' mandate is to ensure the competitive tendering or bidding process is fair and transparent.

Working under general supervision or direction of a manager, incumbents at this level are responsible for an entire institutional purchasing function for a geographic area and provide a responsible supervisory function.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

  • Provides supervisory responsibilities.
  • Is responsible for the management and administration of a geographic area or satellite.
  • Approves more complex or higher value requisitions from junior buyers.
  • Performs those duties of junior buyers, as appropriate.
  • Performs other related duties as required or assigned.

QUALIFICATIONS REQUIRED

The minimum qualifications necessary for acceptable (satisfactory) job performance are:

Level of Formal Education

Professional designation of Certified Professional Purchaser (C.P.P.)

Experience

  • 7 years related computerized purchasing/buyer experience in a public sector environment, with a minimum of 3 years supervisory experience.
  • An acceptable equivalent combination of education and experience may be considered.

Skills and Abilities

  • Strong negotiating skills.
  • A high degree of diplomacy is required in the large number of business transactions.
  • Ability to communicate effectively with individuals, departments and suppliers.
  • Must be able to analyze a situation quickly and make instant decisions on such analysis.
  • Demonstrated supervisory ability.

Physical Requirements

Capable of performing the duties as assigned.
