CHARACTER OF THE JOB
The university employs centralized purchasing in which materials, supplies, equipment, repairs and contractual services are purchased by buyers in Purchasing Services. Purchasing Services' mandate is to ensure the competitive tendering or bidding process is fair and transparent.
Incumbents at this level are full working level purchasing buyers. Under general supervision of a senior buyer or manager, incumbents lead a purchasing commodity team which process purchase requisitions involving varieties of materials, supplies and equipment. The Purchasing Buyer 2 carries out responsible administrative work to procure goods of the required quality in the most economical manner. The work of this class is distinguished from that of junior buyers by a purchasing authority dollar limit, the leading of a purchasing team, and the varieties and complexities of commodities handled
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
The minimum qualifications necessary for acceptable (satisfactory) job performance are:
Level of Formal Education
Level 4 of the Purchasing Management Association of Canada 's Certified Professional Purchaser Program.
5 years computerized purchasing/buyer experience in a public sector environment, with a minimum of 1 year supervisory experience.
An acceptable equivalent combination of education and experience may be considered.
Skills and Abilities
Effective negotiating skills.
A high degree of diplomacy to effectively carry out large numbers of business transactions.
Ability to communicate effectively with individuals, departments and suppliers.
Must be able to analyze a situation quickly and make instant decisions on such analysis.
Capable of performing the duties as assigned.
