December 5, 2001

The following motions were approved by Senate at its meeting on December 5, 2001:

THAT Senate approve the report of the Senate Committee on Medical Qualifications regarding Dr. Ian Gibson dated October 3, 2001.

THAT Senate approve the report of the Senate Committee on Curriculum and Course Changes dated October 1, 2001.

THAT Senate approve the proposed academic schedule for 2002-2003 (under cover of a memorandum from the Director of Student Records dated November 8, 2001).

THAT the minutes of the Senate meeting held on November 7, 2001 be approved as circulated/amended.

THAT Senate approve the report of the Senate Committee on Curriculum and Course Changes dated October 26, 2001 and the two reports of the Senate Planning and Priorities Committee dated November 13, 2001.

THAT Senate approve and recommend to the Board of Governors the proposal for an Arts co-op program (as endorsed by the report of the Senate Committee on Curriculum and Course Changes dated October 26, 2001 and subject to the report of the Senate Planning and Priorities Committee dated November 13, 2001).

THAT Senate approve the report of the ad hoc committee to consider issues relating to the academic schedule dated October 24, 2001.

THAT Senate approve and recommend to the Board of Governors the proposal to establish a Chair in Business Leadership.

THAT, subject to Board of Governors approval of the establishment of a Chair in Business Leadership, the Chair be named as the "CA Manitoba Chair in Business Leadership".

1. THAT Senate approve in principle and recommend to the Board of Governors the formation of a new Faculty to be responsible for teaching, research and service in the broad areas of the earth, the environment, sustainable development and resources as follows:

a) The name of the Faculty is at present unspecified, and may, in fact, be decided by the Faculty Council of the new Faculty, after approval by Senate.  For the purposes of this report, without prejudice to either proposal, it will be referred to by the working title: Faculty of the Environment (FE), using the one word in common in the titles of the two proposals.

b) This Faculty initially will include the present units of the Natural Resources Institute (NRI), retaining its name, the Departments of Geography and Geological Sciences, and the Environmental Science Program (EScP) as a Department or a School.  Faculty members of the above units are encouraged to join the new Faculty.  However no faculty member would be required to change his or her Faculty of appointment.

c) The FE should be as broadly interdisciplinary and inclusive as possible.  This can be achieved by inviting other faculty members in other departments of Arts and Science and of other Faculties, who have interest in teaching and/or research in the areas of earth, environment, sustainable development and resources, to join the Faculty either in full or in part (cross-appointment, joint appointment, or adjunct status).  Particular attention should be paid to the inclusion of biological scientists, social scientists, health scientists and humanists but not to the exclusion of others.

d) The FE, in keeping with its mandate of interdisciplinary study, will establish linkages as broadly as possible with other Faculties, including but not limited to Arts, Science Agricultural and Food Sciences, Engineering, Law, Medicine, and others as appropriate.

e) All courses, programs, degrees and diplomas currently offered by the units named in 1.b) will continue to be offered by these components of FE.  As the Faculty develops, it is encouraged to propose changes, deletions, additions of courses, programs, degrees and diplomas for approval by the usual process through Faculty Council, the Senate Committee on Curriculum and Course Changes, Senate, the Board of Governors, and COPSE, when appropriate.

f) An Interim Dean should be appointed from existing staff of the University as soon as the approval for the FE is obtained, and a full external search for a Dean with a vision for the future of the FE should be initiated one year after the founding of the Faculty.

2. THAT Senate recommend to the Board of Governors that resources be made available, in the short term, to establish the Faculty, with a Dean, any associate Dean(s), administration and student advisors. The Estimates for 2002/2003 sent to COPSE in September provides for funding to establish such a unit. In the longer term, additional transfer or funding to the new Faculty would be needed to allow it to develop and be able to hire new faculty.

3. THAT Senate recommend to the University administration that space, able to consolidate the FE into one or two spaces on campus, be provided in the University Campus Plan, and future fundraising endeavours. An application to the CFE for such requirements might be appropriate at some time after the FE has been established.

November 7, 2021

The following motions were approved by Senate at its meeting on November 7, 2021:

THAT the minutes of the Senate meeting held on October 3, 2001 be approved as amended.

THAT Senate approve the report of the Senate Committee on Nominations dated November 7, 2001, Dr. Aubie Angel, a Senator, replace Professor Pat Kaufert on the Senate Planning and Priorities Committee to May 31, 2002.

THAT Senate approve:

(a) the Non-Degree Programs Taxonomy, as set out in Appendix "A" to the Report of the Cross-functional Committee to consider issues relating to Certificate and diploma programs at the University of Manitoba [dated October 10, 2001]; and

(b) the New Non-Degree Program Credentials (including "Exempt" status programs), as set out in the 4th column of Appendix "B" to the Report of the Cross-functional Committee to consider issues relating to certificate and diploma programs at the University of Manitoba [dated October 12, 2001].

FURTHER THAT Senate recommend Administration consider and address technical and resource issues related to:
(a) student designation for individuals admitted to Certificate and Post Baccalaureate Certificate programs; and
(b) the integration of record keeping systems/functions for degree and non-degree students.

FURTHER THAT the Cross-functional Committee to consider issues relating to certificate and diploma programs at the University of Manitoba be disbanded.

NOTE: No changes will be made to the Academic Schedule or the Examination Time Table.

October 3, 2001

The following motions were approved by Senate at its meeting on October 3, 2001:

THAT on behalf of the Senate Executive Committee, the list of candidates recommended for degrees notwithstanding a deficiency be approved.

THAT on behalf of the Senate Executive Committee, the list of candidates recommended for degrees notwithstanding the failure to meet normal residence requirements be approved.MOTION

THAT on behalf of the Senate Executive Committee, the list of graduates provided to the University Secretary by the Director of Student Records be approved, subject to the right of Deans and Directors to initiate late changes with the Director of Records up to October 5, 2001.

THAT Senate approve the report of the Senate Committee on Curriculum and Course Changes dated September 6, 2001.

THAT the minutes of the Senate meeting held on September 5, 2001 be approved as circulated.

THAT Senate approve the report of the Senate Committee on Nominations dated October 3, 2001.

THAT, 1. subject to concurrence by the Board of Governors, an ad hoc committee consisting of two members of the Senate and two members of the Board of Governors be established to:

a) review the effectiveness with which the Office of the University Secretary supports the work of the Board of Governors and of Senate; and

b) submit a report of its review to both the Board of Governors and to Senate, with a recommendation as to whether the Board of Governors and Senate approve the continuation of the Office of the University Secretary.

and THAT 2. the review consist of an assessment of:

a) the accomplishments of the Office of the University Secretary between January 1, 1999 and the date of the review; and

b) whether the Office of the University Secretary has effectively supported the work of the Board of Governors and of Senate.

 and that THAT 3. Senate appoint the following two persons to the ad hoc committee: Dr. Judith Anderson and Dr. Archie Cooper.

September 5, 2001

The following motions were approved by Senate at its meeting on September 5, 2001:

THAT the Attendance Policy in the Faculty of Nursing be revised to read [change is shown in bold face]:

"Regular attendance at class is expected of all students in al lcourses. Attendance in the clinical practice/laboratory portions of nursing courses is mandatory to enable the student to satisfy the evaluative criteria of the theoretical and practical components of courses. Students absent from class or practice due to illness may be required to present a certificate of illness. This certificate must be signed by a recognized health care provider. Absence for compassionate reasons is considered on an individual basis. Where absence is involved, make-up time may be required."

"An instructor may initiate procedures to debar a student from attending classes and from final examinations and/or from receiving credit where unexcused absences exceed those permitted by faculty regulations."

THAT the Report of the Faculty Council of Graduate Studies regarding a proposed Master's Practicum Stream in Pathology [as approved by the Faculty Council of Graduate Studies on May 23, 2002] be approved by Senate.

THAT Senate approve the proposed academic schedule for 2003-2004 [under cover of a memorandum from the Director of Student Records dated November 7, 2002].

THAT the curriculum and course changes to the Baccalaureate Program in Respiratory Therapy [as outlined in the Report of the Senate Committee on Curriculum and Course Changes dated May 22, 2002] be approved by Senate.

THAT the minimum entrance requirements to the Faculty of Human Ecology be changed to include six credit hours from Arts and six credit hours from Science, plus 12 to 18 credit hours of other University 1 courses to a total of 24 to 30 credit hours. Any outstanding University 1 requirements must be completed as part of the degree program.

THAT Senate approve an amendment to the "Specific Subject and Performance Requirements of University 1" to include a new option, Option 3 [as outlined in the Report of the Senate Committee on Admissions concerning a proposal from University 1 on the establishment of a new admission option for University 1 dated May 14, 2002].

THAT Senate approve that in order to qualify for admission to University 1 , an Ontario student graduating under the new high school curriculum will be required to:

1. Meet the University's General Entrance Requirements of passing grades in six Grade 12 U or U/C courses, and

2. Meet the Specific Subject and Performance Requirements of University 1 with:

a) a minimum of 60% in any Grade 12 U English (or French) course, and

b) A passing grade in any Grade 12 U or C mathematics course, or any Grade 11 U mathematics course, and

c) a minimum 63% average over six U or U/C courses

[as outlined in the Report of the Senate Committee on Admissions concerning a proposal from University 1 on the establishment of specific subject entrance requirements for Ontario high school applicants dated May 14, 2002].

May 15, 2002

The following motions were approved by the Senate at its meeting on May 15, 2002.

THAT the list of candidates recommended for degrees notwithstanding a deficiency be approved.

THAT the list of graduates provided to the University Secretary by the Director of Student Records be approved, subject to the right of Deans and Directors to initiate late changes with the Director of Student Records up to May 17, 2002.

THAT the report on medals and prizes provided to the University Secretary by approved by Senate.

THAT the report of the Senate Committee on Curriculum and Course Changes dated April 10, 2002 be approved by Senate.

THAT the minutes of the Senate meeting held on March 6, 2002 be approved as circulated.

THAT the following nominations to the Senate Committee on Nominations be approved by Senate for three-year terms ending on May 31, 2005:

a) Arts: Professor Arlene Young (Senator)
b) Medicine and Dentistry: Professor William Christie (Senator)
c) Management and Continuing Education: Professor Bill Kops (re-elected)

THAT Senate amend the admission requirements for the Asper School of Business so that, effective September 2003, the Asper School of Business will no longer accept 018.121 and 018.122 as satisfying the six credit hour economics requirement of the Track 1 qualifying courses used for admission to the Bachelor of Commerce (Honours) degree program. All applicants must complete 018.120 at the University of Manitoba or a course or courses equivalent to 018.120 at an external institution.

THAT Senate approve the proposal establishing a special consideration category for admission to the BPE and BESS degree programs as outlined in the Report of the Senate Committee on Admissions.

THAT Senate revise the applicant categories in the Faculty of Dentistry to include a Regular applicant category, an Aboriginal Applicant Category and a Special Applicant Category as outlined in the Report of the Senate Committee on Admissions.

THAT Senate add the following statement to the current policy concerning the number of times a failed course can be repeated: "Students who fail the same nursing course twice, prior to applying to the Faculty of Nursing, will be ineligible for admission to the Faculty of Nursing.

THAT the Institute of Cardiovascular Sciences continue for a five-year period beginning July 1, 2002.

THAT the name of the Manitoba Association of Registered Nurses in the Faculty of Nursing's Professional Unsuitability Bylaw, Section 2.00: Professional Unsuitability Review Committee- 2.10 'Committee Members' be changed to College of Registered Nurses of Manitoba.

THAT sub-section (13) of Section 5.3 of the Senate Handbook: Election of Students to the Senate reflect the addition of the phrase "...or such later date as approved by the University Secretary...".

Notes:

Dr. Harry Duckworth was elected to represent Senate on the Board of Governors for a further three year term ending on May 31, 2005.

Dean Ranjana Bird was elected to the Senate Executive Committee for a three year term ending May 31, 2005.

Professors Juliette Cooper, Richard Sparling and Arlene Young were elected to the Senate Executive Committee for three year terms ending May 31, 2005.

Professors Aubie Angel and Bob Bright were elected to the Senate Executive Committee for one year terms ending May 31, 2003.

Mr. Jason Kuffner was elected to the Senate Executive Committee for a one year term ending March 31, 2003.

March 6, 2002

THAT Senate approve and recommend that the Board of Governors approve, the Campus Plan in principle.

THAT Senate approve and recommend that the Board of Governors approve, the site on the corner of Maclean Crescent and Dafoe Road for an apartment-style Student Residence and Conference Centre [as recommended by SPPC in its report on "The Proposed Site for a New Student Residence and Conference Centre", dated February 5, 2002.]

THAT Senate approve and recommend that the Board of Governors approve, the establishment of a Professorship in Behavioral Finance, as outlined in the I.H. Asper School of Business Proposal dated January 13, 2002.

February 6, 2002

The following motions were approved by the Senate at its meeting on February 6, 2002.

THAT the list of candidates recommended for degrees notwithstanding a deficiency be approved.

THAT the Senate support the creation of a Presidential Committee to investigate issues relating to the University of Manitoba's placement in the Macleans University rankings.

January 9, 2002

THAT Senate approve the report of the Senate Committee on Curriculum and Course Changes dated November 23, 2001.

WHEREAS the Senate acknowledges the usefulness of a strong student effort to increase financial support for post-secondary education;

AND WHEREAS the University of Manitoba Students' Union have planned activities for the week of February 7, 2007 to raise public awareness about the role of post-secondary education and to pressure governments to reinvest in affordable, high-quality education;

BE IT RESOLVED THAT The February 7th, 2007 be a day of student protest, and that all academic staff shall be made aware of this fact; and

BE IT FURTHER RESOLVED THAT where reasonable, members of the academic staff be asked not to set exams, assignments or other academic requirements used for grading purposes on February 7th, 2007; and

BE IT FURTHER RESOLVED THAT students are expected to fulfill all their academic responsibilities regardless of their participation on February 7th, 2007, and that these responsibilities are to be deferred, not canceled; and that students and instructors be encouraged to make alternate arrangements for any conflicts in advance of February 7th, 2007; and that students inform their instructor(s) prior to February 7th, 2007.

BE IT FURTHER RESOLVED THAT the Senate endorse activities to increase awareness of the need for the Federal and Provincial governments to reinvest in affordable, high-quality education at the post-secondary level, and that all members of the university community be encouraged to participate in these events.

c) the President of the University of Manitoba (or designate), as an ex-officio member;

d) the President of the University of Manitoba Students' Union (or designate), as an ex-officio member;

e) the President of the University of Manitoba Graduate Students' Union (or designate), as an ex-officio member; and

f) the Chair appointed pursuant to section 2.12.4. The Chair shall only vote in the event of a tie.

THAT: If in the event of a pandemic health emergency, as declared by the appropriate department of the Government of Manitoba (e.g., Department of Health or Emergency Management Organization), the Government of Manitoba requires a curtailment of normal university activities and operations during the 2009-2010 academic year, Senate authorizes the Senate Executive Committee to act for Senate in determining academic matters which require urgent resolution. These matters are limited to:

a) Revisions to the academic schedule;
b) Modifications to examination regulations;
c) Approving academic accommodations for students affected by the pandemic health emergency;
d) Approving candidates for degrees, diplomas, certificates, prizes and awards;

This authority shall be limited to the period of emergency as declared by the Government of Manitoba – normal approval channels shall be restored as soon as it is permissible and safe to do so. The Senate Executive Committee shall report any actions taken to Senate both by email and at the subsequent meeting of Senate following a pandemic health emergency situation.
