Stage 2 Parking Citation Appeal

Those wishing to appeal a citation and outline extenuating circumstances may do so as follows:

1. Stage 1 appeal – Payment is not required. Send a detailed email to parkingappeals@umanitoba.ca within 7 days of the citation issue date for review by OPT Appeals Adjudicator. If Stage 1 appeal is not successful, a Stage 2 appeal is then available.
    
2. Stage 2 appeal – must be submitted within 30 days of the citation issue date and meet the criteria listed below:
   • Payment of the citation must be made before a Stage 2 appeal will be considered.
   • Appeal forms may be rejected for any of the following reasons; an incomplete or illegible appeal form, appeals submitted for outstanding citations or from a registered owner or operator with outstanding fees or parking citations over thirty (30) days old other than the citation being appealed.
   • Read this agreement in full before accepting terms. Once terms are accepted, appeal may be submitted, the appeal must be submitted within 30 days of the citation issue date.
   • Please submit attachments or photos to parkingappeals@umanitoba.ca to be included with your appeal. Reference the citation number in the subject line of your email, otherwise the attachment will not be considered part of the appeal.

Appellants will be advised of the Appeals Committee’s decision in writing within 10 days of the committee’s decision being rendered, and if successful, a refund will be issued to the payor.

THE FOLLOWING ARE NOT CONSIDERED GROUNDS FOR SUCCESSFUL APPEAL:

• Parking only for short periods
• Failure to observe signs or regulations
• Failure to make payment or display permit
• Failure to make OPT aware of payment/permit issues
• Personal convenience or other subjective concerns

ANY USE OF OFFENSIVE OR ABUSIVE LANGUAGE OR PICTURES IN AN APPEAL WILL RESULT IN THE APPEAL BEING DENIED AND WILL BE REPORTED TO THE APPROPRIATE ENTITIES ON CAMPUS FOR REVIEW. 

ALL PARKING APPEALS COMMITTEE DECISIONS ARE FINAL
