Manitoba Assessment Practice Program (MPAP)

Overview

The Manitoba Practice Assessment Program (MPAP) assesses physicians in their practices to obtain full licensure.

Within Manitoba, physicians commonly enter practice on a provisional license. This allows physicians to enter supervised practice when they have completed postgraduate training but have not yet achieved Canadian certification through The College of Family Physicians of Canada (CFPC) or Royal College of Physicians and Surgeons of Canada (RCPSC). These physicians are expected to complete the appropriate certification examination within a defined time frame.

MPAP involves, but not limited to:

  • Online segment
    • self-assessment
    • surveys: patients and colleagues (similar to 360 Review)
  • Two-to-three-day in person, on-site assessment at practice location

After the onsite assessment, a final report is compiled and sent to the candidate and the College of Physicians and Surgeons of Manitoba.

Eligibility

Eligibility for the assessment process is determined by the CPSM. The CPSM has the authority to deem any physician ineligible.
Eligible physicians include those who:

  • Have attempted either Part 1 and/or Part 2 of the Medical Council of Canada Qualifying Examination (MCCQE) examination; and/or
  • Have attempted to become certified by the CFPC or the RCPSC; and
  • Are currently practicing in Manitoba on the Conditional/Provisional Register, and
  • Have been in active practice in Manitoba for a period of 2 years (Note: A review of the self-assessment reports must determine that sufficient data exist about the physician’s practice to complete an assessment).
How to apply

All physician candidates for MPAP must be referred to the program via the College of Physicians and Surgeons of Manitoba.

Applicants cannot self-refer.

Timeframe

Completion of MPAP depends on:

  • Timely completion of online component and relevant documents
  • Matching and scheduling of assessors
  • Extent of the onsite assessment
  • Online, in-person assessment and final report must be completed prior to the CPSM designated deadline.
Costs

MPAP fees include an administrative fee and an assessment fee.

The administrative fee is fixed at $3,000 ($500 initial admin fee and $2,500 second administrative fee) while the assessment fee varies depending on the scope of assessment required.

Depending on the length of the assessment, location and type of practice, fees can vary between $20,000 to $55,000.

Advanced Trauma Life Support (ATLS)

The ATLS® course, American College of Surgeons, has successfully transitioned under the management of the Office of Continuing Competency and Assessment (CCA) at the University of Manitoba. Currently in the 10th edition, the course will move to the 11th edition over the fall of 2025, incorporating many revisions in course material but delivering the same core educational content. In collaboration with CCA, the Clinical Learning and Simulation Facility (CLSF) and its staff provide outstanding simulation resources that are critical in supporting the delivery of ATLS® courses at the University of Manitoba.

In Manitoba, ATLS® was first delivered in 1982 and has seen many changes over time. It serves as a foundational course for teaching resident trainees and practicing physicians on the initial assessment and management of the multiply injured trauma patient. The standardized and methodical Initial Assessment of trauma patients has been shown to reduce mortality and improve outcomes of patients suffering traumatic injuries.

Currently, the University of Manitoba is delivering the Hybrid version of the ATLS® course and schedules 10-12 Provider courses per year, depending on need. Course dates and links for registration are available, link is listed below.

Pediatric Advanced Life Support (PALS)

Enhance your clinical skills through immersive, dynamic role-playing scenarios that closely simulate real-life situations in pediatric emergency care. You will be exposed to a variety of life-threatening conditions, including respiratory distress, shock, and cardiopulmonary arrest in pediatric patients. In these high-pressure scenarios, you will practice applying a systematic approach—utilizing the evaluate-identify-intervene sequence—to ensure prompt and effective intervention. The focus is on refining your ability to recognize critical issues, communicate clearly, and collaborate seamlessly with your team, ultimately strengthening your role as an integral member of the healthcare team in emergency settings.

Our PALS Provider course will help you to develop individual skills – as a member of a healthcare team – in simulated real-life situations that mirror your work life in which you’ll need to recognize and respond to cardiopulmonary arrests or other cardiovascular emergencies involving pediatric patients.

These simulations will involve high-quality CPR, high-performance team dynamics and communication, and a systematic approach to pediatric assessment that includes the evaluate-identify-intervene sequence. You will be able to reinforce concepts, undertake skills practice, receive coaching and correction, and refine your abilities before final testing.

For you to achieve the best possible learning outcomes from our PALS Provider course, you will need to possess clinical skills, knowledge and proficiency in:

  • High-quality BLS
  • Recognition of common pediatric cardiac ECG rhythms
  • Effective airway management and use of adjuncts
  • Knowledge of pediatric cardiopulmonary pharmacology
  • Practical management of complex cases
  • High-performance team skills

Neonatal Resuscitation Program (NRP)

The NRP course is an educational program that introduces the concepts and skills of neonatal resuscitation.

In Canada, NRP is administered by the Canadian Paediatric Society and is designed to teach individuals and teams who may be required to resuscitate newborn babies.

NRP course content is evidence-based and delivered across Canada in both English and French to over 45,000 health care professionals.

Acute Care of At-Risk Newborns (ACoRN)

The ACoRN educational program’s emphasis is on teaching a systematic approach to the identification and management of babies who are at risk and/or become unwell in the first few hours or days after birth.

The process, tools, knowledge, and skills required are designed to be useful regardless of a condition’s complexity or how frequently a practitioner is called upon to manage specific conditions.

Cancellation/date changes and refund policy:  The CCA – University of Manitoba has the right to cancel or reschedule course dates due to circumstances beyond our control. Cancellation or date changes by students may occur up to 21 days before day one of the course with a $200 penalty. Cancellation or date changes after 21 days or no shows are not refundable. Cancellations and date changes due to illness or medical emergency will be considered on case-to-case basis.
