Marion Ironquil Meadmore has spent her life championing ideas of Indigenous nationhood, while creating organizations that inspire Indigenous Peoples to regain equality and economic independence in the wake of colonialism.
This journey began when she was a University of Manitoba student, new to the city, far from Peepeekisis First Nation in Saskatchewan where she grew up. She was studying science when she went to an “Indian conference” at the Legislature and heard white social workers complaining about Indigenous Peoples. Frustrated and upset, she and others decided to create the Urban Indian Council of Winnipeg.
This was the first of many organizations she would go on to help build because her philosophy was that there were many good leaders in the city, but someone had to bring them together.
In 1958 she and others founded the Indian and Métis Friendship Centre, which she later served as president. In 1960 she founded the National Indian Council of Canada, the first such national organization, which has since split to become the Assembly of First Nations, and what is now the Métis National Council. Then in 1969 she organized a conference that led to the formation of the Manitoba Indian Brotherhood and the Manitoba Métis Federation.
In 1970, after witnessing a friend be denied housing due to bigotry, she co-founded Kinew Housing, Canada’s first non-profit housing corporation that has brought safe, affordable housing to urban Indigenous Peoples. She managed it for its first three years, training tenants in trades such as plumbing, landscaping and electrical work, creating a crew that would go on to remodel and maintain other Kinew homes.
Around this time, Ironquil Meadmore was a Faculty of Arts student at UM (she did not complete her earlier science degree) and one day, reflecting on the fact she had created and ran Kinew Housing, decided she could handle studying law. She enrolled at Robson Hall and when she was called to the bar in 1978, she became Canada’s first Indigenous female lawyer (a milestone she says is shared with her friend, Delia Opekokew, who graduated the same year but her articling position ran six months longer.)
Upon graduating, Ironquil Meadmore taught courses on sovereignty and Indian Self-Government at UM (new concepts at the time) and opened the first all-female law firm in Winnipeg with three others. While practicing law, she organized conferences and workshops to educate new lawyers, students and Indigenous leaders about the constitution and new ideas of “nationhood.” Around this time, she also founded the Indian Liberal Caucus and what is today called the Indigenous Bar Association.
In 1988 she established Arrowfax Canada Inc., a private company that acted as an economic network of all Indigenous businesses, governments and their programs in Canada. In this directory, she referred to members as “First Nations,” helping popularize this new idea.
In one interview she gave after receiving the Order of Canada, Ironquil Meadmore reflected on her legacy and said her greatest work was The National Indigenous Council of Elders, or NICE, which worked to eliminate the poverty of First Nations with concrete actions.
Marion Ironquil Meadmore’s experiences and contributions are undeniable and profound, which is why, in 2015, UM awarded her the Distinguished Alumni Award for Lifetime Achievement.
Today, with great pride and respect for all she has accomplished and inspired, the University of Manitoba is privileged to recognize her with an Honorary Doctorate of Laws.

The Honourable Anita Neville has spent her life championing equality and inclusion. She has used her voice to drive change, and has always encouraged and supported youth and women in doing the same.
When the University of Manitoba alum was installed as Manitoba’s 26th Lieutenant-Governor, becoming the first Jewish person to hold such office, Ms. Neville said that “through small acts of kindness, through openness and exploration, and through learning about the lived experience of others, we will continue to work together to repair our small corner of the world.”
The University of Manitoba heralds this notion of bringing people together to share ideas and build community and it is honoured to recognize her lifetime of exceptional work that has championed equality and inclusion.
Ms. Neville graduated from political science and used her UM degree to drive change–first as a Trustee and Chair of the Winnipeg School Division, and then as an elected Member of Parliament for Winnipeg South Centre, during which time she served as Parliamentary Secretary to the Minister of Canadian Heritage and Minister responsible for the Status of Women. She also served on numerous committees, parliamentary associations, and parliamentary groups, including the Standing Committee on National Defence, and the Standing Committee on Citizenship and Immigration. She was Chair of the Standing Committee on the Status of Women through 2004 and Vice-Chair of the Canada-Israel Interparliamentary Group in 2009. And as a member of the Parliamentary Standing Committee and Official Opposition Critic on Aboriginal Affairs and Northern Development, she worked to build opportunities for Indigenous youth.
In government, she fought for same sex marriage, addressing systemic issues related to missing and murdered Indigenous women, and for parliament to establish a Holocaust Memorial Day. She also worked tirelessly to have more women enter politics, giving a great deal of her time and energy to Equal Voice, an organization that promotes the election of more women to all orders of Canadian government.
A born-and-raised Winnipegger, Ms. Neville has remained dedicated to this community through her professional and volunteer work. She served as director of Workforce 2000 and the Winnipeg Core Area Initiative and Employment Training Program, and she has volunteered for Winnipeg’s Jewish Child and Family organization, the Law Society of Manitoba, Rossbrook House, the City of Winnipeg’s Community Race Relations Committee, Manitoba’s Public Utilities Board, and the Institute for International Women’s Rights.
The Honourable Anita Neville’s achievements are many and have benefited both Manitoba and Canada in myriad ways. The University of Manitoba is proud to confer upon her an Honorary Doctorate of Laws in recognition of her leadership in the community and her distinguished career as a public servant.
