Winnipeg Metropolitan Region Agricultural Master Plan
Julian Loutsik, Isaac Omonaiye, and Madeline Schon

This report is a supplementary document to the Winnipeg Metropolitan Region’s Plan 20-50 draft. The purpose of this report is to provide the WMR with a Regional Agricultural Master Plan to “ensure the protection and preservation of agricultural lands and support the growth of the agricultural sector” (Plan 20-50, pp. 72, 2021). Agriculture is crucial for the economic sustainability of the WMR, and there are several opportunities for continued growth.
However, the sector faces challenges due to increasing concerns about climate change, rapid land degradation, and land conversion. These threats have the potential to undermine the long-term sustainability of the agricultural sector, emphasizing the need for proactive planning and management strategies. This report identifies recommendations for ensuring the long-term sustainability of the agricultural sector in the WMR. The recommendations fall under four areas:
Protection and Preservation
Climate
Economy
Government Coordination
These recommendations will help position the WMR as the engine of growth for the province while creating opportunities for improved quality of life for its residents.
