Meagan Boles is a Lead Planner with WSP Canada Inc. in Winnipeg and has been practicing as a land use and policy planner in Manitoba for more than 19 years. She has worked with numerous urban and rural municipalities, planning districts, developers, and government departments providing planning and policy advice to elected officials, applicants, and members of the public on a wide variety of land use planning and policy projects. Meagan has written, coordinated, and managed the review and adoption of numerous municipal development plans, secondary plans, and zoning by-laws. She has led the development, coordination, and evaluation of concept and subdivision plans, major development proposals, and managed many subdivision and zoning applications through municipal and provincial approval processes.

Meagan was responsible for setting up and administering the Province’s first special planning area for the RM of Rosser CentrePort lands, a 10,000-acre commercial and industrial development near the Winnipeg Richardson International Airport. This includes leading the drafting of the first Development Plan and Zoning By-law for the Inland Port Special Planning Area, which was adopted as Provincial Regulation. Her experience in that role has led to working with numerous developers in CentrePort on subdivision and zoning applications, site planning and development initiatives.

Meagan works well with municipal councils and planning district boards and takes a practical approach to each of her projects. She has an in depth understanding of provincial planning legislation and regulation, planning process, and a high degree of political acumen.
