Biography
Michael McCandless is a practising lawyer and international legal consultant with more than 55 years’ experience in the fields of planning, development control, municipal management, urban services, infrastructure finance, local public finance, and land tenure and titling. He has acted for governmental clients, including municipalities and planning districts, in the private practice of municipal, administrative and land management law, including drafting of laws and regulations, municipal and intergovernmental finance, land use control, property development, infrastructure financing, and public private partnerships. He has worked in more than 30 countries on all aspects of land administration and local government law as a consultant to the World Bank, Asian Development Bank, UN-HABITAT and other agencies.
